Project Scope and Context :

In order to better integrate climate-related migration, displacement, and planned relocation into Sri Lanka’s national and subnational climate and disaster-related policies, strategies, governance, and financing frameworks, a policy analysis will be conducted. This analysis will specifically build upon national research, assessments, and strategic roadmaps that have already been developed under this project and related initiatives. Building on this analysis, the consultancy will concentrate on finding and operationalizing workable entry points for incorporating human mobility considerations into disaster risk reduction and climate change policies, including their implementation and investment planning procedures across pertinent sectoral and national frameworks (e.g. national climate and disaster policy processes).

The assignment will support the creation of practical recommendations, policy integration pathways, and a governance-focused pipeline of priority actions to strengthen the inclusion of climate mobility within national commitments on enhancing climate resilience through focused policy assessment and organized consultations with the government and important stakeholders.
The results will help the implementation of climate mobility priorities in Sri Lanka by informing a policy-oriented high-level outcome and contributing to a National Dialogue on Climate Mobility.

Key Duties and Responsibilities :

  • Through a variety of national policy frameworks, Sri Lanka has already made significant progress in addressing the issues posed by climate change. The National Policy on Climate Change (2023), the National Adaptation Plan (NAP) for Climate Change Impacts (2016–2025), the National Disaster Management Plan (NDMP) (2023–2030), and the Third Nationally Determined Contributions (NDC 3.0) (2026–2035) are important tools.
  • This consultancy is part of a sub-regional project “Comprehensive Approach to Climate Mobility in South Asia” implemented by the International Organization for Migration (IOM), funded by the European Union

Performance Measures for Assessing Outcomes :

  • Effective facilitation of consultation and validation workshops
  • Depth and comprehensiveness of policy analysis
  • Quality and practicality of recommendations
  • Timely delivery of output
  • Quality of written documentation and policy matrices
  • Alignment with national priorities and project objectives
  • Alignment with regional methodological approaches
  • Timely incorporation of feedback from IOM and stakeholders into deliverables
  • Effective engagement with government and technical stakeholders

Travel :

The main location of the consulting will be in Colombo. In collaboration with the project manager, travel may be necessary for validation and consultation workshops at the national or specific sub-national levels. It is possible to agree on flexible work arrangements.

Knowledge and Abilities :

  • Strong understanding of Sri Lanka’s climate change, disaster management and development planning framework
  • Minimum 8 years of experience in public policy analysis, climate governance, disaster risk reduction or migration policy
  • Experience facilitating multi-stakeholder consultations
  • Demonstrated experience in conducting policy reviews and institutional analyses frameworks
  • Experience working with government institutions and/or UN agencies
  • Strong analytical and report-writing skills

Languages :

  • Fluency in English (knowledge of Sinhala and/or Tamil is an asset)

Appointment will be subject to certification that the candidate is medically fit for appointment and successful reference checks.
